From Superpower to Rogue State: The Implications of the US Seizure of Venezuela's Maduro

Within the immense confusion surrounding the American military actions on Venezuela, the apprehension of leader Nicolás Maduro, and statements from Trump that the US will “manage” the country and “take back the oil”, one thing is clear – these actions create a deeply alarming precedent.

Past Interference and a New Threshold Crossed

The United States possesses a dark record of interference, invasion and occupation in Latin America, but the recent overnight operation witnessed its initial significant armed assault on South American land. “The preeminence of America in this region is now beyond dispute,” Trump proclaimed.

The choice to militarily strike another state and abduct its leader – mere days after he openly looked for a diplomatic solution – carries even broader implications. It should alarm us all.

Deep Instability for a Nation in Crisis

Venezuelans have suffered under an oppressive, corrupt, and inept government under Mr Maduro, commonly thought to have fraudulently won the most recent election. They now face a future of deep insecurity. Mr Trump has indicated that Maduro's second-in-command, Delcy RodrĂ­guez would comply with American demands, and dismissed prominent critic and Nobel prize-winner MarĂ­a Corina Machado as a viable alternative.

However, Ms Rodríguez, now the temporary head of state, has so far struck a defiant tone – and other elements of the decapitated regime are considerably more radical.

A Shift in Global Role

A man who came to office vowing to end foreign wars now says he is “willing to put soldiers into combat”. Redesignating the Department of Defense as the Department of War was more than posturing. He no longer views the world’s superpower as a guardian of order; he is converting it into a rogue state.

He holds the view that the United States' strength allows it to do as it wishes with little consequence: observe the strikes on Nigeria, on Iran’s nuclear facilities. He asserts that control of Venezuela's petroleum means this new undertaking “will pay for itself”.

A Move Devoid of International Legitimacy

George W. Bush initiated war in Iraq on a lie. But this illegal attack came without UN resolutions of any kind or congressional approval; the opposition party was kept in the dark and say they were deliberately deceived in briefings. Mr Trump is not trying to twist international norms, but to shatter them.

Disregard the signal this transmits to Vladimir Putin, Xi Jinping and others, and consider the destination for America itself. While the raid allegedly resulted in the deaths of 40 Venezuelans, including civilians, not a single US soldier was lost. Mr Trump’s growing sense of invincibility will almost certainly fuel further adventurism.

The Stated Reason Versus the Real Aims

No one buys the justification that this is concerning narcotics. Venezuela is only a secondary pathway for cocaine; Mr Trump recently pardoned the former Honduran president Juan Orlando Hernández for drugs and weapons crimes. Mr Trump himself made it clear that he is motivated by the allure of petroleum resources as well as personal bravado, the worldview of key officials, and the desire for glory as his standing with the American public falters.

Tepid International Response and Waning Global Governance

The worldwide reception, especially in Europe, has – with notable outliers – been alarmingly quiet. That’s not because of Mr Maduro’s sins, but trepidation regarding Mr Trump’s wrath. The strong reaction from UN Secretary General António Guterres was commendable, but this episode emphasizes the UN's diminishing clout.

Mr Trump’s voters who oppose foreign entanglements could still pressure him to focus on domestic issues once more – but escalating insurance prices, economic unhappiness and distracting files fuel his desire for external drama.

We are not yet 12 months into his presidential term. The international community may come to rue the day if they fail to speak up today, considering the potential next target.
